On Thursday, August 11, at the Lower Windsor Township Board meeting, Chief David Arnold was presented with a Resolution recognizing him and his service to the Township. Chief Arnold retired after a total of 35 years of service in law enforcement. He brought many changes to this department during his 3 year tenure that will impact this community for years to come like the School Resource Officer, deployment of Body Worn Cameras, implementation of Crimewatch – just to name a few. We are very grateful for his quality of leadership and his willingness to make this community a better place. Chief Arnold’s absence will be felt by members of the department and the community.

We think it’s safe to say that “Jim Thomas” has been the face of Lower Windsor Township Police Department for the past 25 years. If you’ve lived in this community, then you most likely have met Jim Thomas. Everyone knows him and has great things to say. If you've been pulled over for speeding in the township, it was most likely Thomas that pulled you over. He visits the fire departments, local stores and businesses, coaches sports at the high school, has lead the annual Memorial Day Parade, marches with the Pipe and Drums, organized Police Memorial Ceremonies, is on the Board of the Police Museum and is just a great guy.
Chief Thomas started his police career in 1995, in Quarryville PA. He then came to LWT in 1998 as an officer. He was the MCSAP (truck inspector) for the past 21 years. In 2004, he was promoted to the rank of Corporal. He was then promoted to Sergeant in 2018. It was with great pleasure that Chief Arnold asked to BOS to accept his recommendation for his replacement – Chief L. James Thomas.
