Patrol Division
The York City Police Department Patrol Division’s primary purpose is to provide police services, both emergency and non-emergency, to residents and non-residents who require a police response within the City’s jurisdiction. The Patrol division offers a high level of response and professionalism to the daily volume of calls and criminal investigations that officers encounter. The Patrol division is responsible for criminal investigations, evidence-gathering, traffic enforcement, community engagement, and most police/citizen encounters.

Investigative Services
Investigative Services (Bureau)/Special Victims Unit is responsible for the Prevention, Detection, and Investigating crimes. The Bureau conducts High Quality investigation, with the focus on handling them efficiently with dedication and Professionalism. To reach the Ultimate goal, Justice. Justice to serve our community in an unbiased and impartial manner, applying protection to all under the law.
Special Operations
The Special Operations Division is responsible for the proactive work of a team of York City Police detectives and officers whose primary focus is major felony drug offenders, firearms offenders, and fugitives from the law. The Special Operations Division comprises of the Violence Intervention Unit, the Vice and Narcotics Unit, the Fugitives Unit, and the Juvenile Engagement and Enforcement Unit.
The Violence Intervention Unit (the green shirts) works inside the City of York day and night, proactively disrupting members of our community who want to commit violence. Their primary focus is to stop gun violence and arrest those contributing to violence in the City of York.
The Vice and Narcotics Unit of the Special Operations Division consists of detectives who are assigned to the York County Drug Task Force and the Drug Enforcement Agency (DEA). These detectives focus on major felony drug offenders in and around the City of York who contribute to the violence and other criminal activity associated with the drug trade.
The Fugitives Unit of the Special Operations Division works with members of other local, state, and federal partners to combine resources to locate and arrest dangerous fugitives and assist in investigations.
The Juvenile Engagement and Enforcement Unit of the Special Operations Division works with at-risk youth in the City of York. The engagement piece of the unit works with families in their homes, schools, or on the street to direct them to resources that would put the youth on a different track. The enforcement piece of the unit monitors juvenile activity at schools, on social media, or on the streets to proactively prevent at-risk youth from committing violence.
The Special Operations Division is a leg of the Group Violence Intervention strategy that works the other legs of the strategy to reduce gun violence.
Support Services
The Support Services Division’s mission is to provide support to all aspects of the department’s vision. The division engages in community outreach, officer wellness, homelessness outreach, mental health outreach, therapy K-9 services, and manages the Hospital Resource Officer program as well as the Co-Responder Program.

Professional Services
The Professional Services division is responsible for the administration and compliance of the department with all law-enforcement related legislative mandates set forth by the Federal Government, the Commonwealth, and all local jurisdictions. The Professional Services division is comprised of the Training and Accreditation division, an entity within the department that is responsible for compliance with the Pennsylvania Law Enforcement Accreditation Commission (PLEAC). Additionally, the Training and Accreditation division ensures that all sworn and non-sworn members of the department are in compliance with all legislative mandates, PLEAC standards, and any training needs the department deems fit. The department’s PLEAC Accreditation Manager and Accreditation Team ensure these standards are uniform throughout the department and the Accreditation and Training division Lieutenant is responsible for the supervision of other entities within the Professional Services division: Traffic Safety, Records Management, Evidence, Information/Technology, and the Professional Services division is the liaison between the Court staff and personnel, and the District Attorney’s office.
