While on patrol in the 1500 block of W Market Street I observed a silver Volkswagon 4 door Jetta Sedan bearing Pennsylvania Registration KRN9132 driving north on South Adams. At the stop sign at S Adams and W Market St said car abruptly went around 3 cars waiting at the stop sign and made a right hand turn onto W Market St. It should be noted that S Adams does not have turning lanes and there is not adequate space for such turning lanes. Said vehicle then changed lanes from the East bound travel lane to the left turning lane without proper signal. Once said vehicle made a left turn onto N Highland police activated my emergency lights and sirens. Vehicle failed to yield and continued up the block and made a right into the 1300 block of Ship Alley. Vehicle continued to fail to yield and finally came to a stop at Ship Alley and N Pearl St. The driver fled South on Pearl st and then West on Clarke Alley. The vehicle failed to stop for the stop sign at Clarke and Highland and was travelling at a high rate of speed. Said vehicle then made a right onto N Adams failing to yield at the stop sign, then a Left onto W Philadelphia also failing to yield for a stop sign. The vehicle traveled West on W Philadelphia at a high rate of speed failing to yield for several more stop signs and other traffic. Police found the vehicle parked, still running with the keys in the ignition and a door still open on N Oxford Street at W Philadelphia ST.
Officers from West York and West Manchester were searching the area and observed 2 males matching my description fleeing on foot south bound on N Williams towards W Market Street. Officers then apprehended both suspects without incident in the first block of N Williams St.
