On 07/01/2019, at approximately 0029 hours, an Officer from the West Manchester Township Police Department was on patrol. The Officer was travelling s/b on Trolley Road approaching Kenneth Road when he met an n/b passenger vehicle without the registration plate illuminated.
The Officer turned around to conduct a traffic stop and witnessed the vehicle rapidly accelerating. The vehicle activated its right turn signal and entered into Stonewood Village. As the Officer entered Stonewood Village, he witnessed the suspect's vehicle's brake lamps going off in front of a residence on Yorktowne Drive. The suspect was quickly exiting the driver's seat and appeared to be surprised upon being stopped by the Officer.
The Officer made contact with the driver and he produced the vehicle's documents as requested. Upon requesting the driver's license, he stated, "I am coming from work at Arm and Hammer, the driver's license is inside." The driver verbally identified himself as: Josey Vontae. York County Control advised, "No record found." The driver then corrected the name and reported that his first name is Vontae and the last name is Josey. York County Control once again advised, "No record found." The officer advised the driver that he was now officially under investigation. The driver then reported that he moved to Pennsylvania from Maryland but never updated his address. The Officer requested the driver's middle name and he stated, "Quadre but I am not good at spelling my middle name." York County Control once again advised, "No record found."
A female from the residence became involved in the incident but stated that she does not want involved and would not identify herself. The driver stated, "She is my baby's momma." The female resident stated, "I don't really know him he just flops here once in a while. The Officer made contact with the female resident, who stated, "I don't want involved but his name is Phillip Josey." The Officer immediately detained the driver with a set of handcuffs until he could identify the subject. The driver hung his head and admitted that his name is Phillip Josey Jr. Josey Jr. uttered, "I am suspended." Josey Jr. also reluctantly admitted to attempting to avoid the police.
Based on the above information, Phillip Daniel Josey Jr. was arraigned on 1 count of False ID to Law Enforcement, M3 and 1 Traffic Violation.
