West Manchester Twp. Police along with Springettsbury Twp. Police conducted a several month investigation into an on-going fraud investigation in conjunction with authorities in Texas. The fraud is known as the Secret Shopper Scam. This is a well-organized fraud being conducted by an Asian ring at various Walmart locations along the East coast. In this case, an elderly female from Texas was mailed a counterfeit cashier’s check for $2950.00 from the suspect. The victim previously applied for a customer survey job with Walmart over the phone and the suspect claimed to be their head of human resources. The suspect instructed the victim to cash the aforementioned check, keep $350.00 for herself, and purchase Walmart gift cards with the remaining money. Once the gift cards were purchased, the victim was to take photos of the bar codes, serial numbers, and PIN numbers on each card and email the photos before leaving Walmart. Within minutes, an Asian male suspect went into Walmart in Springettsbury Twp., removed blank gift cards from the shelves, and paid for the gift cards with information obtained from the victim. The suspect proceeded to the Walmart in West Manchester Twp. and conducted additional transactions obtained from the Walmart gift cards purchased by the victim in Texas. The actor stayed at West Manchester Township Walmart for approximately three hours, during which time he would leave the store, go to his vehicle, and return to the store to purchase additional gift cards (most likely from other victims throughout the United States).
On 6/21/2019 an employee from the loss prevention department of the West Manchester Township Walmart contacted this department and reported that the suspect had just entered the store. Officers responded and took the suspect into custody. The suspect was identified as Jing Chang Fang and he was charged with Forgery and Theft by Deception. He is currently being held at York County Prison on $50,000 bail.
