Theft of a Packages
On Thursday, October 26, 2017 at 12:50 P.M., a plain clothes detective from the department observed a male subject leaving the front porch of a home in the 700 block of Hill Street with a package in his hands as the detective was driving through the area. The detective then observed the same subject enter another porch to a home in the same block. The detective then observed an opened parcel box laying on the ground in the street by the curb in the 700 block of Midland Avenue. The detective was aware of a prior incident that occurred on Wednesday, October 25, 2017, in the 800 block of S. Albemarle Street and had been reported earlier on Thursday morning. The subject he was observing fit the description of the subject described in the incident that occurred on S. Albemarle Street on Wednesday. With that information, the detective approached the actor in Sunbeam Alley, and identified himself. The actor was pushing a stroller with a 2 year old child in the stroller. As the detective was interviewing the actor, the actor fled on foot, pushing the stroller with him. The actor fled across Mt. Rose Avenue in the 1200 block. As he fled, a shoe box with shoes fell off the stroller and into the street. The actor was taken into custody at the intersection of Mt. Rose Avenue and Lancaster Avenue. The child, age 2, was unhurt. Police were able to determine that the packages recovered from the actor and the stroller belonged to victims from the 700 block of Hill Street and the victim from the incident on S. Albemarle Street that occurred on Wednesday October 25th.
The actor was identified as Robert L. Kline Jr., age 39, of Red Lion, Pennsylvania. Kline was charged with the following offenses and was taken to York County Central Booking for processing and arraignment:

- CC3925(A) Receiving Stolen Property (M1) - 1 Count
- CC2705 Recklessly Endangering Another Person (M2) - 1 Count
- CC4304(A1) Endangering the Welfare of Children (M1) - 1 Count
- CC5121(A) Escape (M2) - 1 Count
