On Friday, October 27, 2017 at 11:22 A.M., a uniformed officer observed a subject walking in the area of Courtland Street while he was investigating an unrelated call. The subject fit the description of a previously reported Retail Theft that occurred at the Family Dollar on Thursday afternoon. The officer had observed images of the suspect during his morning patrol briefing. The officer continued to monitor the subjects activity. The subject entered the Save-A-Lot located in the same plaza as the Family Dollar. A few minutes later the subject exited the store and began walking westbound through the plaza. The uniformed officer was sitting in the parking lot waiting to approach and interview the subject, when he saw the officers and turned and fled eastbound back towards the store. After a few minutes of searching, a plains clothes detective from the agency spotted the suspect walking in the area of E. College Avenue and S. Pine Street where he was taken into custody without incident. The suspect was in possession of several items of merchandise that he did not pay for that belonged to the Save-A-Lot Store . The suspect was identified as Manuel Ortiz, age 48, of York, Pennsylvania. He was transported to York Central Booking for processing and arraignment.
