On 6/11/22 at approximately 1600 hours, Officers were dispatched to the intersection of N. Main St. and E. Maple St., East Prospect Borough, for an assault that took place 20 minutes ago. The complainant stated that his seventeen-year-old son was pepper sprayed in the face and they are waiting for police arrival. Officers arrived on scene and made contact with the victim (W/M/17). Victim was sitting on the ground, squinting his eyes and he had mucus coming from his nose. Victim and his parents declined medical attention.
Victim stated that he was at his girlfriend’s house on Riverview Drive attempting to leave when he viewed a blue colored Honda Fit car drive pass the driveway. Victim backed out of the driveway and traveled down Creekside Drive and then turned onto Calvary Church Road and then turned right onto South Main Street. Victim said that he did notice the Blue Honda Fit vehicle turn off of Riverview Drive and it was traveling in front of him. The Honda then "braked checked" him once but continued traveling northbound on S. Main Street. Once at the intersection of Main St and Maple Streets in East Prospect Borough, the Honda came to a complete stop and a female got out and said, "you hit me a$$hole" and then the female sprayed pepper spray in his face. Victim stated that the female was mid 30's, average height and weight, black hair with darker skin, possibly Hispanic. Victim then pulled his vehicle into the nearby parking lot and called his father. Victim reported to the police that at the time that he was sprayed with the pepper spray, he was behind the wheel, his vehicle was running, the vehicle was in drive and his foot was on the brake.
On 6/13/22, while an officer was leaving York County Central Booking Center viewed a blue Honda Fit sedan in front of their vehicle matching the description of the suspect vehicle. The officer made a traffic stop on this vehicle on the corner of Route 30 and N. George St. The officer asked the Westover if she was involved in an incident in East Prospect Borough on Saturday around 3:30. The female stated that a kid chased her and almost hit her on Riverview Drive. The female stated that she works for Door Dash and after she made her delivery, she pulled out off of the street and noticed that the kid was now behind her. The female then stated that she came to a stop at the stop sign (there is no stop sign at that intersection for her direction) and the kid dinged her bumper. The female stated that she got out to look at the damage and told the kid "Oh my God, you just hit me". The female then stated that the kid started screaming at her. The female stated that she doesn't do well when a guy screams at her, so she advised that she always keeps mace on her and the kid looks kind of big in the SUV, so she maced him. The female then said she didn't know what to do because she was terrified, so she just took off because she wanted to get away from that situation. The female driver was identified with her PA Drivers License as Bethany C. Westover.
On 6/16/22, charges were filed against Westover and a preliminary hearing will be scheduled at MDJ 19-3-01 Judge Fishel's Office. Westover is presumed innocent until proven guilty in a court of law.
